Sir, – Richmond and District Civic Society was amazed and dismayed at the decision of Richmondshire District Council planning committee to grant planning permission for an ultra-modern building in the Quarry Hills Conservation Area of Leyburn.
Only in October 2013 the committee had refused permission in the most emphatic terms but by February 2014 the committee members were told equally emphatically that they had previously agreed the overall plan and that the decision had to be made on the basis of the roof design and rear elevation.
The public documents do not appear to support this change of heart and we feel that some sort of public enquiry may be called for.
Incidents like this are to be deplored as they can only lead to the public losing confidence in the planning process.
