Ingleby Arncliffe Parish Council held a meeting, on Thursday, January 28 via video conference.

Neighbourhood Plan.– The chairman reported that the Neighbourhood Plan Reg 16 consultation was temporarily on hold due to Hambleton District Council (HDC) website security issues. It is anticipated that the consultation process will be extended by one week to compensate for the website problems, which will take the closing date to early March. To date two comments have been received from Natural England and North Yorkshire Police and all comments will be available to view online once the technical problems are resolved by HDC. It was agreed that a further email will be circulated along with the comments form, around mid-February, to residents to remind them of the consultation process.

Former school site and playing field.– Beyond Housing continue in their legal negotiations with North Yorkshire County Council and the Diocese of York on the purchase of the two sites. Official notice is yet to appear on HDC planning website as a completed S106 document is still be finalised, and the S77 resolved. Further correspondence to be circulated to residents advising on how to express interest in both affordable and open market housing.

Covid-19.– The parish council continue to monitor the situation and act on Government guidelines as they are issued.

Arncliffe Woods footpaths.– The meeting welcomed the response of the Arncliffe Estate in agreeing to the assistance of North York Moors National Park Authority for the reinstatement and maintenance, where necessary, of the public rights of way within the woods, and noted the estate’s confirmation as set out by the August 2015 Section 31 (6) statement that no new public rights of way, and this includes permissive rights, would be allowed to be created in the woods.

Coast to Coast walk.– A report was given by a bed and breakfast proprietor on behalf of local B&Bs. It is hoped the walk will be designated a National Trail.

Census 2021.– The requirements of the forthcoming Census were noted, and it was agreed that the parish council could have little input but would offer assistance to residents if required.

The next parish council meeting is scheduled for 7pm, on Thursday, February 25, 2021.
