The incident happened in Burgess Street, Stockton.
"He is to appear at Teesside Magistrates’ Court tomorrow (Tuesday)," said a Cleveland Police spokeswoman.
"The victim, a 54-year-old man, remains in James Cook University Hospital in a stable condition."
