NOTICE OF PUBLIC INQUIRY DARLINGTON BOROUGH COUNCIL
ROAD TRAFFIC RESTRICTIONS (AMENDMENT NO.8) ORDER 2021
Darlington Borough Council (as Order Making Authority) published on the 29th September 2021 a notice of proposals to make the following Order under the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004:
Darlington Borough Council Road Traffic Restrictions (Amendment No.8) Order 2021 which, if it comes into force, would introduce the changes in the Duke Street area set out in the Schedule below.
Notice is hereby given that, in accordance with regulation 9 of the Local Authorities Traffic Orders (Procedure) England and Wales Regulations 1996, a Public Inquiry will be held in order to hear representations for and against the proposed Order.
The Inquiry will commence on Wednesday 30th March 2022 at 10 a.m. at Central Hall, Dolphin Centre, Darlington DL1 5RP. The Inspector appointed to conduct the inquiry is Mr Kevin Ward. A pre-inquiry note has been issued by the Inspector and may be viewed, along with all other information relating to the proposed Order, on the Council's website at

Formal objectors are required to submit a proof of evidence by 21 March 2022. Anyone who wishes to speak at the Inquiry should attend the opening of the event and indicate their wish to do so. They may appear in person and may be represented by counsel, a solicitor or some other representative. People who do not need or wish to speak at the Inquiry will be welcome to attend as observers. Written representations for the consideration of the Inspector may also be made by any person wishing to do so and must be sent to the Assistant Director - Law and Governance, Operations Group, Darlington Borough Council, Town Hall, Darlington DL1 5QT (please quote reference: AE); or by emailing

SCHEDULE PROPOSED RESTRICTIONS
1. No waiting and no loading at any time in the following roads:

Duke Street - north side - from a point 8.5 metres west to a point 9.8 metres east of its junction with Raby Terrace; and from its junction with Stanhope Road North eastwards to a point 7.5m east of its junction with Larchfield Street. Duke Street - south side - from a point 19m west of its junction with Larchfield Street eastwards to a point 9.8m east of its junction with Raby Terrace; and from its junction with Stanhope Road South eastwards for a distance of 17.5m Larchfield Street - both sides, from a point 15m north to a point 15m south of its junction with Duke Street
2. No waiting at any time in the following roads:

Barnard Street - both sides, from its junction with Duke Street northwards for a distance of 5m
Duke Street - the north side, from a point 15m west to a point 8.7m east of its junction with Barnard Street
3. No waiting 8am-6pm in the following road:

Barnard Street - the east side, from a point 5m north of its junction with Duke Street to a point 5m north of its junction with Winston Street
4. The following length of road shall be designated a disabled parking place from 8am-6pm with a maximum wait of 3 hours, and no return within an hour:

Duke Street - the north side, from a point 27m east of its junction with Barnard Street to a point 3.5m west of the western boundary 2 Duke Street
5. The following length of road shall be designated as loading bays at all times:

Barnard Street - the west side, from a point 5m north of its junction with Duke Street northwards to its junction with Barnard Street West Back
6. The following parts of Duke Street shall be designated as loading bays midnight to 10am:

the north side, from a point 24.5m east of its junction with Larchfield Street eastwards for a distance of 19.5m
the south side, from a point 73m east of its junction with Stanhope Road South eastwards for a distance of 21 m; and from a
point 17.5m east of its junction with Stanhope Road South eastwards for a distance of 15m
7. The following parts of Duke Street shall be designated as pay and display parking places at the times indicated; the maximum stay is 2 hours with no return within one hour; there is no charge but a ticket must be obtained from the machine and displayed in the vehicle at all times during the stay:

the north side, from a point 24.5m east of its junction with Larchfield Street eastwards for a distance of 19.5m (10am-6pm); the north side, from a point 9m east of its junction with Barnard Street eastwards for a distance of 18m (8am-6pm); the north side, from a point 7.5m east of its junction with Larchfield Street eastwards for a distance of 17m (8am-6pm); the south side, from a point 73m east of its junction with Stanhope Road South eastwards for a distance of 21m (10am-6pm); the south side, from a point 94m east of its junction with Stanhope Road South to a point 19m west of its junction with Larchfield Street (8am-6pm);
the south side, from a point 17.5m east of its junction with Stanhope Road South eastwards for a distance of 15m (10am-6pm); the south side, from a point 32.5m east of its junction with Stanhope Road South eastwards for a distance of 27m (8am-6pm)
8. Duke Street shall be one way traffic from its junction with Stanhope Road North eastwards to its junction with Raby Terrace

9. There shall be no right turn and no left turn from Larchfield Street into Duke Street; and from Raby Terrace into Duke Street

10. No vehicle shall proceed along the following length of road at any time:

Outram Street - from its junction with Duke Street northwards for a distance of 5m
11. The 20mph speed limit in Duke Street shall be extended to the entire length of the street Following submissions the Council will also be proposing the following modifications at the Inquiry:

12. The following length of road shall be designated a disabled parking place from 8am-6pm with a maximum wait of 3 hours, and no return within an hour:

Outram Street - the west side, from a point 17.8m north of its junction with Duke Street northwards for a distance of 12m
13. The following lengths of road shall be designated as limited waiting for 2 hours (with no return within an hour) 9am-5pm Mon-Sat: Outram Street - the east side, from a point 5.8m north of its junction with Outram Street northwards for a distance of 24m Outram Street - the west side, from a point 5.8m north of its junction with Outram Street northwards for a distance of 12m
