CITY OF YORK COUNCIL NOTICE OF MAKING THE YORK PARKING. STOPPING AND WAITING f AMENDMENT) (NO 14/471 TRAFFIC ORDER 2021 Notice is hereby given that on the 23rd day of September 2021 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Re-defining 'Residents' Priority' parking area thereby bringing within the R39A zone all residential properties on Beaufort Close, Bishops Way, Brentwood Crescent, Crossways, Deramore Drive West, Eastfield Court, Eastfield Crescent, Fernway, Kimberlow Wood Hill, Quant Mews, Sails Drive, Sussex Close, Sussex Road Vanburgh Drive and the residential properties numbered 1 and 2 Field Lane, 1-63 (odd) and Mill House Windmill Lane, 1-51 (odd) and 2-46 (even) Yarburgh Way, thereby providing unlimited parking for all household permits of Residents' Priority Permit Holders in unrestricted lengths of Beaufort Close, Bishops Way, Brentwood Crescent, Crossways, Deramore Drive West, Eastfield Court, Eastfield Crescent, Fernway, Kimberlow Wood Hill, Quant Mews, Sails Drive, Sussex Close, Sussex Road Vanburgh Drive, Windmill Lane and Yarburgh Way, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).



2. Introducing a Residents' Priority Parking Zone (Zone) to allow for household permits to be issued for the Residents Priority Parking to residential properties on Barstow Avenue, Devon Place, Newland Park Close, Newland Park Drive, residential properties named Garrow Way, Rosebank, The Crest, University Road and the residential properties numbered 2-8 (even) and Eglesfield, Green Dykes Lane, 2-114 (even) and 65-181 (odd) Thief Lane, York the said Zone to be identified as Zone 39B, that Zone to include all properties adjacent to and having direct private access to the said roads.



3. Introducing a Monday-Sunday Parking Places, providing a limited parking period of 120 minutes with a 60 minutes 'No Return' period on Yarburgh Way, on its north between a points 1 metre west and 71 metres east of the projected centreline of Vanburgh Dive.



The Order comes into effect on 27th day of September 2021. A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Sections 14(1) & 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 23rd day of September 2021 in respect of the locations numbered (1), (2), (3), (4), (5), (6), (7) & (8). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the locations numbered (9), (10), (11), (12) & (13).

(11 BOROUGHBRIDGE ROAD - ALBION AVENUE. YORK This Order prohibits pedestrians and vehicles from proceeding and waiting in that length of footpath between Boroughbridge Road, York and Albion Avenue/Portal Road (closed footpath) during the period when drainage works are being undertaken thereon, commencing at 0001 hrs on the 25th day of September 2021 and ending at 2359hrs on the 28th day of September 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that said works can be carried out safely. An alternative route for diverted pedestrians will be signed during the works period.

(21 CEMETERY ROAD. YORK This Order prohibits vehicles from proceeding and waiting in that length of road on Cemetery Road, York between the junctions with Winterscale Court and Fulford Road (closed road) during the period when road resurfacing works are being undertaken thereon, commencing at 1930hrs on the 27th day of September 2021 and ending at 0500hrs on the 1st day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period. It is envisaged that the road will only be closed between 1930hrs each night and 0500hrs the following morning.

(31 STRIPE LANE. SKELTON This Order prohibits vehicles from proceeding and waiting in that length of road on Stripe Lane, Skelton between the junction with A19 Shipton Road and a location approximately 340metres south west of said junction (closed road) during the period when telecoms works are being undertaken thereon, commencing at 0800hrs on the 27th day of September 2021 and ending at 1600hrs on the 1st day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period.

(41 CHURCH LANE. YORK This Order prohibits vehicles from proceeding and waiting in that length of road on Church Lane, York (closed road) during the period when building maintenance works are being undertaken nearby, commencing at 0001 hrs on the 27th day of September 2021 and ending at 2359hrs on the 4th day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that said works can be carried out safely.

(51 BLAKE STREET. YORK (Continuation) This Order continues in force The York (Blake Street, Colliergate, Goodramgate, King's Square, Lendal & St Helen's Square) (Temporary Traffic Restriction) Order 2020 (original Order) the effect of which is the (i) introduction of a loading ban and (ii) revocation of the exemption on vehicles which display a Valid Disabled Person's Badge from proceeding along Blake Street, Church Street, Colliergate, Goodramgate, Kings Square, Lendal and St Helen's Square, York between 10.30am and 5.00pm every day (restricted road) during the period commencing at 0001 hours on the 1st day of October 2021 and ending at 2400hrs on the 14th day of December 2021 (Danger period) or at a time when social distancing measures are revoked, whichever is the earlier.

(61 COPPERGATE. YORK (Continuation! This Order continues in force The York (Coppergate) (Temporary Traffic Restriction) Order 2020 (original Order), the effect of

which is to continue in force the prohibition on vehicles (with the exception of pedal cycles) from proceeding in the east bound traffic lane of Coppergate, York (closed traffic lane) during the period commencing at 0001 hours on the 1st day of October 2021 and ending at 2400hrs on the 14th day of December 2021 (Danger period) or at a time when social distancing measures are revoked, whichever is the earlier. This is necessary to ensure that the shops within the area of the closed traffic lane can continue to operate and aid pedestrian social distancing measures to be put into effect.

(71 FOSSGATE. YORK (Continuation! This Order continues in force The York (Fossgate & Walmgate) (Temporary Traffic Restriction) Order 2020 (original Order), the effect of which is to continue in force the amendment to the 'Access Periods' so that they apply every day from 10.30am to 8pm with no amendments to the existing vehicular access regulations within the said time periods in (i) Walmgate, York between Merchantgate and Fossgate and (ii) Fossgate, York (restricted roads) during the period commencing at 0001 hours on the 1 st day of October 2021 and ending at 2400hrs on the 14th day of December 2021 (Danger period) or at a time when social distancing measures are revoked, whichever is the earlier. This is necessary to ensure that the shops within the area of the restricted roads can continue to operate and aid pedestrian social distancing measures to be put into effect. Additionally, Loading Bay's will be introduced in: (i) Walmgate, York, on its south west side, from the south eastern property boundary line of No. 13 Walmgate south east for 13 metres; (ii) Fossgate, York, on its west side, between the south eastern property boundary line of No. 34 Fossgate and the north western property boundary line of No. 2 Walmgate; (Hi) Fossgate, York, on its west side, between points 55m and 61 m from the projected south eastern highway boundary line of Lady Pecketts Yard; which will be in operation between 1030hrs and 2000hrs each day, during the danger period.

(81 FOOTSTREETS. YORK (Continuation! This Order continues in force The York (Footstreet) (Temporary Traffic Restriction) Order 2020 (original Order), the effect of which is to continue in force the prohibition on vehicles from proceeding and waiting in the whole or in any length of a road listed in the schedule below (restricted road) during the period commencing at 0001 hours on the 1 st day of October 2021 and ending at 2400hrs on the 14th day of December 2021 (Danger period) or at a time when social distancing measures are revoked, whichever is the earlier. This is necessary to ensure that the shops within the area of the restricted roads can continue to operate and aid pedestrian social distancing measures to be put into effect.

(91 LINK ROAD. YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Link Road, York between the roundabout controlled junctions with Huntington Road and Haxby Road (closed road) during the period when roadway resurfacing works being undertaken thereon, commencing at 1930hrs on the 4th day of October 2021 and ending at 0500hrs on the 8th day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 1930hrs and 0500hrs each night.

(101 HYRST GROVE. YORK This Order will prohibit vehicles from proceeding and waiting in that length of road on Hyrst Grove, York (closed road) during the period when footway maintenance works are being undertaken nearby, commencing at 0800hrs on the 4th day of October 2021 and ending at 1600hrs on the 5th day of November 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Pedestrian access will be maintained throughout the works period. It is envisaged that the road will only be closed between 0800hrs and 1600hrs each day.

(111 ST NICHOLAS CRESCENT. YORK This Order will prohibit vehicles from proceeding and waiting in that length of road on St. Nicholas Crescent, Copmanthorpe (closed road) during the period when footway resurfacing works are being undertaken thereon, commencing at 0800hrs on the 4th day of October 2021 and ending at 1600hrs on the 29th day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Pedestrian access will be maintained throughout the works period. It is envisaged that the road will only be closed between 0800hrs and 1600hrs each day.

(121 NAVIGATION ROAD. YORK This Order will prohibit vehicles from proceeding and waiting in that length of road on Navigation Road, York between the junction with Rosemary Place and a location approximately 50 metres north of said junction (closed road) during the period when building maintenance works are being undertaken thereon, commencing at 0930hrs on the 4th day of October 2021 and ending at 1530hrs on the 8th day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period. It is envisaged that the road will only be closed between 0930hrs and 1530hrs each day.

(131 FORESTGATE. HAXBY This Order will prohibit vehicles from proceeding and waiting in that length of road on Forestgate, Haxby (closed road) during the period when footway resurfacing works are being undertaken thereon, commencing at 0800hrs on the 4th day of October 2021 and ending at 1600hrs on the 29th day of October 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period. Pedestrian access will be maintained throughout the works period. It is envisaged that the road will only be closed between 0800hrs and 1600hrs each day.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
