May 29, 2001 9:36: AN army of volunteers who act as eyes and ears in the war against the scourge of Lewisham have backed plans to name and shame their targets.

The borough's 660 street leaders are responsible for reporting problems including broken lights and potholes to fly-tipping and dog fouling.

Delegates at their annual conference voted in favour of supporting a campaign to publicly display names of people convicted of so-called environmental crime.

Lewisham Council has drawn up a plan to tackle anti-social acts which make the borough unsightly.

More than half the streetleaders said they would issue fixed penalty fines for littering and dog fouling, as long as training was provided.

Speakers included Julia Cowdell from Plumstead Common Environment Group who talked about her battle with graffiti and the importance of building community confidence to challenge anti-social behaviour. Supt Jeff Harris from Lewisham police spoke about Operation Seneca to combat crime on bus routes.

The conference also included workshops on recycling, community safety and environmental enforcement.
