Environment bosses say more than 2,000 properties in York were saved by a combination of flood walls, embankments and the Foss Barrier and pumping station after the Ouse peaked this morning at 5.07 metres above normal summer levels - marginally higher than the major 1982 floods, but still about 35cm or three feet below the level reached in 2000.

The Environment Agency says the tide that hit Selby at about 7pm wasnot be as high as feared.
Authorities in the town added extra sand bags to defences over worries that this evening's high tide could cause an already badly-swollen River Ouse to burst its banks.

Two blocks flats on Hareside Walk and Hareside Close close to Spencer Court, Newburn, were evacuated this morning.
The decision by Your Homes Newcastle was taken in the interests of residents’ safety.
Residents of approximately 15 properties were taken to Newburn Leisure Centre which has been acting as a rest centre this week.
Longer term accommodation for residents will be arranged by YHN.
All decisions have been made with the safety of the residents as the primary concern.
All residents have now been evacuated from Spencer Court which was severely affected by flooding following persistent heavy rain earlier this week.
2:32pm
Highway engineers say they hope to partially reopen the A690, which was closed during Tuesday’s storm, by tomorrow evening.
The westbound carriageway should reopen on Friday evening, with the eastbound lane to follow by Saturday evening, weather permitting.
Torrential rain on Monday and Tuesday created a four-metre hole by the roadside at Stoneygate which undermined the carriageway and threatened the collapse of the road. Repair work on the site was
delayed by a burst water main.

Road users in Yorkshire and the North East are being advised to continue to check traffic conditions before setting out on journeys this morning as the Highways Agency works to re-open parts of the strategic road network affected by exceptional rainfall over the past few days.
The situation continues to improve, with the A66 at Long Newton reopening overnight, but several restrictions remain in place this morning, following the worst period of September rainfall for 30 years.
12:18pm
HIGHWAY engineers say they anticipate the outside lane of the westbound carriageway of the A690 at Stoneygate will open by Friday evening.
Weather permitting, they aim to fully re-open the carriageway by the following evening.

THE northbound carriageway of the A1 is likely to remain closed throughout the night, the Highways Agency has said.
With the worst period of September rainfall for 30 years Highways Agency contractors and its Traffic Officer Service said they have been working around the clock to manage traffic and clear flood water.
Work to clear flooding along the A1 allowed the southbound carriageway to re-open shortly after 1pm today.
The situation along the A19 also improved with lane closures reduced to a single lane on the exit slip on the A1027 around Billingham where work to clear residual flooding is ongoing.
The exit slip from the A19 onto the A139 also remains closed.
Work to clear floodwater from the northbound carriageway of the A1 around Catterick was progressing well this afternoon with Highways Agency contractors deploying pumps along the route.
However, further flooding about three miles south of Catterick at Hackforth will delay any planned re-opening of the northbound carriageway which is likely to remain closed through tonight.
Work on re-opening the A66 Long Newton is progressing well and both carriageways should re-open later this evening subject to no further flooding.
Information on the weather is available at www.metoffice.gov.uk.
The Highways Agency provides live traffic information via its website - www.highways.gov.uk/traffic - local and national radio travel bulletins, electronic road signs and mobile platforms, such as the iPhone.
Local Twitter services are also available at @HAtraffic_neast and @HAtraffic_pen9 for Transpennine routes.
Drivers can check traffic flows at http://www.maps.google.co.uk.
Road users can also call the Highways Agency Information Line (0300-123-5000) to keep up to date with road conditions.

A1(M) Northbound closed due to flooding between J49 A168 (Dishforth) and A66 (Scotch Corner). The road remains closed Northbound between Dishforth and Scotch Corner. The road was closed up to J60 of the A1(M) earlier. The Southbound has fully re-opened. Diversion: Via the A168, A19 and A689
3:48pm
Travel update at 3.30pm
• A19 northbound back fully reopened, lane restrictions no longer apply between A1046 and A1027.

It was a big day for this part of the world yesterday. People who live here will remember it for many years to come - the day of the deluge.
Millions of people were affected: stuck in villages turned into islands; evacuated from their devastated homes; going nowhere on roads turned into waterways. The A1 in North Yorkshire was a river and remains closed for a 40-mile stretch.
So what did the national papers make of it all?
THE SUN
Not a mention on Page 1. Page 15 lead.
Verdict : Damp squib
THE GUARDIAN
Nothing on Page 1. Page 4 lead.
Verdict : Wishy-washy.
DAILY STAR
Nothing on Page 1 - leads instead on Simon Cowell calling in a faith healer to free him of evil female spirits. The north's floods make a lead on Page 4.
Verdict : Limp as a wet lettuce
DAILY EXPRESS
A floods blurb on Page 1 - hurrah! And a spread on Page 5. Mind you, the Express leads on weather stories nearly every day - even when there isn't a real story, so why not this time?
Verdict : Not gushing with praise but a bit better than the others
DAILY MIRROR
Nothing on Page 1. Page 15 lead.
Verdict : H2Oh dear
DAILY MAIL
Nothing on Page 1. Page 11 lead.
Verdict : What a shower
THE TIMES
A paragraph on Page 1. Page 11 lead.
Verdict : Water disappointment
DAILY TELEGRAPH
Nothing on Page 1. Page 4 picture story - not even the lead.
Verdict : Wet, wet, wet
THE INDEPENDENT
Page 1 picture!!! Full Page 4 spread.
Verdict : Floody hell - some news sense at last!
Imagine the national coverage if Kent or Surrey had been under water. Think it might have been the splash?
It's why local papers matter.

Statement from Cleveland Police
Cleveland Police and other emergency services have declared a major incident due to the extreme weather conditions. The safety of the public is paramount and our aim is to monitor weather conditions and forecasts, and take action as appropriate.
Around 29 properties in Hartburn, Stockton, have been evacuated by the emergency services as water levels rose to around 4 feet -with levels expected to rise throughout the day. Many residents have gone to a local community centre for shelter.
Although some householders were required to evacuate by officials, we request that others who self-evacuated before police arrived to contact Cleveland Police with their details so that all people and properties are accounted for.
Other areas within the Cleveland Force remit remain at risk of flooding. These include Yarm, Eston and others which are near to water courses.
We have not received information that anyone has suffered injuries related to the weather or any flooding.
Police are receiving a large number of calls from the public, asking for practical help eg provision of sandbags. We would stress that we have no capability to help with this, however many local DIY stores stock sandbags.
Residents can also check the Environment Agency website for advice on putting flood plans into place in a bid to protect their homes and property.
Motorists are also requested to avoid going into Yarm town centre as a burst drain is causing traffic congestion and police are turning vehicles back.
More information will be released when available.

Update from Durham Constabulary:
Durham Constabulary are continuing to work with colleagues in the other emergencies and other agencies to maintain essential services and keep people safe during the current adverse weather conditions.
Flooding continues to affect many roads in County Durham and Darlington. Many minor routes are closed, others are only passable with extreme care. River levels are being continuously monitored.
People are advised to consider whether their journey is absolutely essential and only travel if the conditions allow.
A number of homes in the Coundon Grange area have been flooded, and residents have self evacuated and gone to places of safety.
Chief Inspector Vicki Martin said today: “We must reassure people that everything possible is being done by all the agencies to keep disruption to a minimum, maintain essential services and get a return to normality as soon as possible.
“As long as the risk of flooding continues, we are advising people to stay safe, check their route before setting out, use alternatives if possible, expect delays and be patient. We are putting up to date information out regularly on Twitter and facebook.
“If you are at home, please keep an eye out for elderly or vulnerable friends or neighbours.
“And please help us by co-operating with police and the other emergency services if you are asked to leave a particular area, or go to a particular area – this advice is given to keep people safe.”
12:11pm
Problems caused by flooding has led to the cancellation of all non-urgent patient transport movements by the North East Ambulance Service.
The NEAS said it had been forced to cancel non-urgent patient pick-ups because of widespread flooding.
However, oncology, haematology and neurology patients with urgent appointments – along with patients needing kidney dialysis – are still beign taken to their appointments.
The NEAS is contacting every patient who has been affected. A spokeswoman for the NEAS said they were hoping that things would be back to normal by mid-day tomorrow.
All emergency ambulances are operating normally within the NEAS area.

North Yorkshire Fire and Rescue:
Location: Little Langton, Northallerton
Fire crews have gone to the aid of an ambulance crew near Langton Hall. The ambulance had slipped off the road with a patient on board. The crew firstly stabilised the vehicle and then, because of the road conditions, have used the fire engine to transfer the casualty to a point of safety. The casualty will then be transferred to hospital by either a road ambulance or the air ambulance.
