Health Secretary Nicola Sturgeon today said she was "increasingly sympathetic" to a system of presumed consent for organ donation.
The Scottish Government is launching a drive to increase the number of people signing up for donation.
An "opt-out" system to increase rates of organ donation is currently being considered by the UK organ donation taskforce, and MSPs were also debating the issue in Parliament this afternoon.
Miss Sturgeon said: "It is a standpoint that I am increasingly sympathetic to, but I recognise others have different opinions on this very emotive subject. Today will provide the opportunity to fully explore these.
"There is a desperate shortage of organs for transplant and we are determined to tackle this."
Only 29% of Scots have joined the organ donation register, despite recent research indicating that 93% of adults back organ donation.
The taskforce is due to make its recommendations in the summer.
