Are sonic alarms an infringement of youngsters' rights?

A Cleveland vicar is using a sonic audio device to stop youths congregating in his church porch.

The Rev David Lambert, vicar of St Mark's, Marske, has installed a Mosquito device which emits a high-pitched whine audible only to those in their early twenties or younger. Similar devices have been criticised for infringing young people's right.

Is this a reasonable way to deter young people from gathering?
