Hambleton District Council plans to introduce parking charges in Northallerton, Thirsk, Bedale and Stokesley for the first time.
The council says it needs the money to maintain services and is a direct result of the authority being rate-capped by the Government two years ago.
Opponents of the charges say the council is guilty of financial mismanagment and should not be putting the viability of its market towns at risk through the introduction of charges for parking. They believe customers will be driven away.
