Sir, – It is with great concern that I note that Infinis is seeking to change the conditions imposed by Hambleton district councillors when they granted conditional planning permission for a huge, four-turbine wind farm at Bullamoor near Northallerton in 2010 (D&S, Apr 28).

The company wishes to defer several conditions from "pre-commencement" to "post commencement" so that it can get a toe in the door and start initial work on the site before the permission expires on December 10. Given forthcoming changes to financial subsidies and legislation for onshore wind, it is unlikely that the project would be viable if planning permission lapses and a new application became necessary.

In 2010, great care was taken by the planning office with the wording of the conditions and uppermost in councillors' minds was the protection of the local environment and residents. Importantly, the company was also satisfied with the wording at the time.

We are now nearly five years on and the company has singularly failed to carry out any of the pre-commencement work.

Not only that, but there has been no progress in resolving one of the key obstacles to the project – namely, a technical solution concerning radar interference at RAF Leeming.

Given that the council was extremely generous in awarding a five year period, there can be no justification for changing conditions to allow an open-ended permission at the expense of public and environmental safety.

The matter will come before the planning committee on June 25, and I would urge those with an interest to register their feelings with local councillors and register any objections with the planning office.
